Challenge: A RegTech developer needed to validate user needs and product direction with government policy teams through the GovTech Catalyst programme to progress from concept to beta-ready solution.

Approach: Discovery phase interviewing government policy teams to identify user needs, a synthesis workshop to analyse findings and map solutions, early-stage testing of low-fidelity prototypes, and a structured closed beta programme delivered to Service Standard (DGS) with government staff.

Outcomes

  • 25 government policy staff interviewed across multiple government bodies

  • Identified 12 critical user needs shaping product direction

  • Beta programme: 20 participants, identified usage patterns and evaluated ROI

  • Product decisions made: 9 features prioritised, roadmap defined and requirements clear

  • Achieved GovTech Catalyst outcomes for the competition

  • Adoption indicators: interest from departments, procurement discussions, and continuing competition funding for the next phase
